There was a marathon of testimonies at today’s Senate Select Committee hearing with three witnesses appearing before the investigative body. This was the 22nd session since the hearings started in November last year, and so far the statements by witnesses have unearthed many cases of questionable Immigration processes, adding to the multitude already cited in the Auditor General’s special audit report.

One new matter which has come out of the testimony by whistleblower Alvarine Burgess who presented before the Senate Committee two weeks ago about a visa hustling scheme involving UDP Ministers among who Edmond Castro is most prominent, is her report that a senior police officer was involved in the payment of money for the visas which they facilitated through Castro. That officer was named as Rochelle Chan, and before you could say “Visa for Chinese nationals”, the officer responded denying the allegations. Today he was afforded the opportunity to address the matter before the Senate probe, but he wasn’t as convincing for some of the Senators.

Senator Aldo Salazar – Chairman Special Senator Select Committee

“The person who you knew as Cosa, is she a friend of yours?”

“No, she is not”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Is she an acquaintance?”

Rochelle Chan – Assistant Superintendent of Police

“Neither she is not.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“How is it that you knew Cosa?”

Rochelle Chan – Assistant Superintendent of Police

“Socializing”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“What do you mean socializing officer?”

Rochelle Chan – Assistant Superintendent of Police

“I was out drinking with some friends.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“And you met Mrs. Cosa

Rochelle Chan – Assistant Superintendent of Police

“Mrs. Cosa”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“So you met her while socializing with some friends?”

Rochelle Chan – Assistant Superintendent of Police

“Yes Sir”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Is that the only way you interacted with her?”

Rochelle Chan – Assistant Superintendent of Police

“Yes Sir”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“This was once?”

Rochelle Chan – Assistant Superintendent of Police

“Maybe ones or twice”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Ok, am trying to get an understanding of…”

Rochelle Chan – Assistant Superintendent of Police

“If I say three times it would too many.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Ok, am trying to get an understanding of how you knew her meaning that you met with her while socializing, did you had a conversation with her or did you just met and that was it?”

Rochelle Chan – Assistant Superintendent of Police

“It was not a direct meeting it was just socializing and she came around seeking arms.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Arms, seeking arms you’ve said?”

Rochelle Chan – Assistant Superintendent of Police

“That’s right”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“She was asking for money?”

Rochelle Chan – Assistant Superintendent of Police

“That right

Senator Aldo Salazar – Chairman Special Senator Select Committee

“How ago was this?”

Rochelle Chan – Assistant Superintendent of Police

“I can’t remember the time but I can remember the place.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Where was this?”

Rochelle Chan – Assistant Superintendent of Police

“This was at a bar by the round about.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“She has made some very serious statements to this committee which alleges serious matters against you, you aware of that?”

Rochelle Chan – Assistant Superintendent of Police

“Not actually”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Ok, when Mrs. Burges who you know as Cosa was here she described a process in which she participated according to her to pay Minister Edmund Castro two thousand dollars per VISA recommendation and she admitted that did so and that she took the money to minister Castro… this is her and am relaying her testimony and when I asked her who she got the two thousand dollars from she said that she got it from Rochelle Chan who is a policeman and I believe she was referring to you?”

Rochelle Chan – Assistant Superintendent of Police

“That’s a blatant lie, it’s not so.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“So that is not true?”

Rochelle Chan – Assistant Superintendent of Police

“It’s not true.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“She also said that she would get the money from you as well as the documents which she would then take to Minister Castro?”

Rochelle Chan – Assistant Superintendent of Police

“The only money she got from me is twenty dollars that I gave her for arms.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Can you think of any reason why someone, why Mrs. Burges would come to the Senate take an oath and lie about you?”

Rochelle Chan – Assistant Superintendent of Police

“You asking my opinion”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“Yes and that’s why am saying is not a really a question because you don’t know what operates in her mind.”

Rochelle Chan – Assistant Superintendent of Police

“I don’t know why she would do such a thing maybe she is been influenced by some entities, her character is ineptitude, working for psychopaths, that’s all I can say.”

Senator Aldo Salazar – Chairman Special Senator Select Committee

“You see like for me personally why would she pick you as a policeman out of many officers, why would she pick on you after just a chance meeting.”

Rochelle Chan – Assistant Superintendent of Police

“Maybe because I am Mr. Penner’s brother in law.”

Elena Smith, Member, Senate Select Committee

“I find it difficult to believe Mr. Chan that we would get so much detail regarding a relationship with a person and I don’t mean in any other way but as a working relationship for now, according to her you met several times at different places and she worked with you and you denied all of that?”

Rochelle Chan – Assistant Superintendent of Police

“That’s is right”

Elena Smith, Member, Senate Select Committee

“I find it very difficult to believe.”

Rochelle Chan – Assistant Superintendent of Police

“That’s your opinion Senator, everybody has one.”

The Assistant Superintendent of Police indicated to the Committee that he is considering taking legal action for the allegations made against him.
