Police guilty of breaching normal procedures PDF Print E-mail

While the findings into the Galvez murder dominated the press conference, the team of inquiry also pointed out weak areas of the Police’s work which they said need to be addressed.

“The failure of any of the persons who were at and came upon the scene of the crime to render first aid to Christopher Glavez is really regrettable.  Thought the bullets may not have damaged any vital organs or the main carotid arteries the wounds were quite severe and life threatening because of the extensive network of arteries present. The officer also apparently contravened the crime scene standing operating procedures which outlines the ARISN process: approach, render medical aid, identify additional victims and witnesses, secure the scene, handle the physical evidence and make appropriate modifications.”

 

 

According to Del Cid, the only guilt which Police Officers can share is breaching normal procedures when responding to crime.

“Though the inquiry team is aware that he was not working that night the Belize Police Force standing orders and instructions clearly states that every police officer shall be deemed to be on duty at all times. And furthermore clarifies that when a crime is committed that the action taken by the first officer at the scene is of greatest importance because a mistake or omission at the outset may cause serious difficulty later.”

 

One of the recommendations from the inquiry team is that the Police Department investigates possible leaking of information regarding the Galvez investigation.
